Macky Sall au panel \u00ab Le multilat\u00e9ralisme en crise : repenser la coop\u00e9ration mondiale \u00bb \u2013 Forum de Bakou 2026"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong>Ladies and Gentlemen,<br>Dear Friends,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, allow me to thank our friend Rovshan Mudarov for his kind invitation. I would also like to congratulate the authorities of Azerbaijan for the inclusive spirit of the Baku Forum, and for the theme of this year\u2019s edition, whose relevance speaks for itself in light of the current state of the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conflicts and geopolitical tensions persist.<br>Economic vulnerabilities are deepening.<br>Global challenges especially those related to climate, health, and technology are becoming increasingly complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Confidence in collective action is eroding, and the effectiveness of the multilateral system is increasingly being questioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet despite these difficulties, I firmly believe that multilateralism remains the best framework for addressing challenges that go beyond the capacities of individual nation-states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current crisis only makes one thing clearer: we need more dialogue, not less. We need dialogue to find common solutions to our shared problems within the framework of a renewed and pragmatic multilateralism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In my view, responding to the crisis of multilateralism and rethinking global cooperation requires three major priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, we must promote an integrated approach to peace, security, and development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There can be no lasting peace without inclusive development.<br>And development cannot be sustainable in a context of conflict and instability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strengthening the foundations of peace therefore requires better crisis prevention, more efficient peace operations, and stronger coordination between the United Nations and regional organizations and mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, development cooperation itself needs to evolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public development aid remains valuable as an instrument of solidarity, particularly in sectors such as education and health. But aid is limited in scale and often slow in its procedures, while development requires massive and urgent investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, we need a shift in paradigm one that places greater emphasis on partnerships based on investment and trade, in order to foster shared growth and shared prosperity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, we must revitalize multilateralism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is essential if we want to restore confidence in the system through a diplomacy based on dialogue, listening, and compromise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dialogue, listening, and compromise can only flourish within a renewed and inclusive multilateral framework, capable of reconciling different perspectives, bridging distant positions, and promoting negotiated solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why reforming the multilateral system especially the United Nations is so important in order to strengthen its operational effectiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This reform should aim to rationalize field operations, avoid duplication, and modernize working methods, including through greater use of technological tools to optimize the use of financial resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, and finally, we must place people back at the center of multilateralism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reducing inequalities, empowering women, and investing in youth must remain central priorities of the international agenda, because women and young people together represent more than half of humanity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, rethinking global cooperation in a time of crisis for multilateralism reminds me of the attitude of a good doctor when facing a patient with a fever.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A good doctor knows that breaking the thermometer will not make the fever disappear. The real task is to treat the illness that causes the fever.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, the solution to the crisis of the multilateral system is not fragmentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real solution is to revitalize multilateralism to preserve its unity, strengthen its credibility and moral authority, improve its effectiveness, and adapt its mechanisms to the realities of today and tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" style=\"margin-top:var(--wp--preset--spacing--60);margin-bottom:var(--wp--preset--spacing--60)\"\/>\n\n\n\n<p class=\"has-large-font-size wp-block-paragraph\"><strong>Intervention de S.E.M. Les vuln\u00e9rabilit\u00e9s \u00e9conomiques s\u2019aggravent. Les d\u00e9fis globaux, notamment climatiques, sanitaires et technologiques deviennent de plus en plus complexes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comme pour ne rien arranger, la confiance dans l\u2019action collective s\u2019\u00e9rode et l\u2019efficacit\u00e9 du syst\u00e8me multilat\u00e9ral est mise en cause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malgr\u00e9 tout, je pense que le multilat\u00e9ralisme reste le meilleur cadre pour apporter des r\u00e9ponses collectives aux d\u00e9fis dont la prise en charge d\u00e9passent les capacit\u00e9s de l\u2019Etat-Nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La crise actuelle rend encore plus \u00e9vidente la n\u00e9cessit\u00e9 de dialoguer pour trouver des solutions communes \u00e0 nos probl\u00e8mes communs, dans le cadre d\u2019un multilat\u00e9ralisme r\u00e9nov\u00e9 et pragmatique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 mon sens, face \u00e0 la crise du multilat\u00e9ralisme, repenser la coop\u00e9ration globale demande trois exigences majeures :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premi\u00e8re exigence : d\u00e9velopper une approche int\u00e9gr\u00e9e de la paix, de la s\u00e9curit\u00e9 et du d\u00e9veloppement. Il ne peut y avoir de paix durable sans d\u00e9veloppement inclusif&nbsp;; et le &nbsp; d\u00e9veloppement ne peut \u00eatre viable dans un contexte de conflits et d\u2019instabilit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mieux asseoir les bases de la paix suppose une meilleure pr\u00e9vention des crises, la rationalisation des op\u00e9rations de paix, et une articulation renforc\u00e9e entre l\u2019action des Nations Unies et celle des organisations et m\u00e9canismes r\u00e9gionaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En m\u00eame temps, il faudrait certainement repenser la coop\u00e9ration pour le d\u00e9veloppement. L\u2019aide publique est certes appr\u00e9ciable comme instrument de solidarit\u00e9 en soutien \u00e0 des secteurs comme l\u2019\u00e9ducation et la sant\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais l\u2019aide est limit\u00e9e en volume et souvent lente dans ses m\u00e9canismes de conception et de mise en \u0153uvre, alors que le d\u00e9veloppement n\u00e9cessite des financements urgents et massifs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je pense qu\u2019il est donc n\u00e9cessaire de changer de paradigme en organisant davantage la coop\u00e9ration autour du partenariat par l\u2019investissement et le commerce pour une croissance et une prosp\u00e9rit\u00e9 partag\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deuxi\u00e8me exigence&nbsp;: revitaliser le multilat\u00e9ralisme. C\u2019est une condition indispensable pour restaurer la confiance dans le syst\u00e8me par une diplomatie du dialogue, de l\u2019\u00e9coute et du compromis. Le dialogue, l\u2019\u00e9coute et le compromis ne sont possibles que dans un cadre multilat\u00e9ral r\u00e9nov\u00e9 et inclusif, qui joue un r\u00f4le de facilitateur pour concilier des points de vues divergents, rapprocher des positions \u00e9loign\u00e9es et promouvoir des solutions concert\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u2019o\u00f9 l\u2019importance de la r\u00e9forme du syst\u00e8me multilat\u00e9ral, en particulier les Nations Unies, pour renforcer son efficacit\u00e9 op\u00e9rationnelle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela veut dire qu\u2019il faut rationaliser les interventions sur le terrain, \u00e9viter les duplications et moderniser les m\u00e9thodes de travail en recourant davantage aux moyens technologiques pour optimiser l\u2019utilisation des ressources financi\u00e8res.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Troisi\u00e8me exigence, enfin&nbsp;: replacer l\u2019humain au c\u0153ur du multilat\u00e9ralisme. Pour ce faire, la r\u00e9duction des in\u00e9galit\u00e9s, l\u2019autonomisation des femmes et l\u2019engagement en faveur de la jeunesse doivent rester des priorit\u00e9s \u00e9lev\u00e9es de l\u2019agenda international, parce que les jeunes et les femmes constituent plus de la moiti\u00e9 de l\u2019humanit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour conclure, je dirai que pour repenser la coop\u00e9ration mondiale dans un multilat\u00e9ralisme en crise, nous devons agir comme le bon m\u00e9decin devant un patient qui souffre de fi\u00e8vre. Le bon m\u00e9decin sait que ce n\u2019est pas en cassant le thermom\u00e8tre qu\u2019il fera disparaitre la fi\u00e8vre&nbsp;; mais plut\u00f4t en soignant le mal \u00e0 l\u2019origine de la fi\u00e8vre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De m\u00eame, la solution de la crise du syst\u00e8me multilat\u00e9ral ne r\u00e9side pas dans sa fragmentation. Il faut plut\u00f4t le revitaliser pour pr\u00e9server son unit\u00e9, renforcer sa cr\u00e9dibilit\u00e9 et son autorit\u00e9 morale, am\u00e9liorer son efficacit\u00e9 et adapter ses m\u00e9canismes aux r\u00e9alit\u00e9s actuelles et futures. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je vous remercie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>","protected":false},"excerpt":{"rendered":"<p>Mesdames et Messieurs, chers amis, permettez-moi tout d\u2019abord de remercier notre ami Rovshan Mudarov pour son aimable invitation.
