Excellencies,
Ladies and Gentlemen,<\/strong>

First of all, I would like to extend my greetings and sincere thanks to the Custodian of the Two Holy Mosques, His Majesty King Salman bin Abdulaziz Al Saud, and to His Royal Highness Crown Prince Mohammed bin Salman, for their kind invitation to this 3rd World Conference on the Labor Market.

This gathering is an excellent initiative, timely as we stand at a pivotal moment in our collective history a turning point where numerous technological, economic, and social transformations are profoundly reshaping our relationship with the values that govern work and vocational training.

A question that appears simple, yet is complex and essential, arises: that of expanding access to knowledge through artificial intelligence.

It involves two simultaneous dynamics.

On the one hand, artificial intelligence undeniably broadens access to knowledge. It increases productivity, disseminates information on a large scale, reduces language barriers, and accelerates the circulation of knowledge by enabling everyone to learn at their own pace. This represents considerable progress.

On the other hand, however, a real and growing risk is emerging: the weakening of foundational learning among beginners. By delegating too much too early to machines, advanced technology may undermine initial learning, reduce personal effort, intellectual curiosity, and critical reasoning.

In my view, the real challenge is not to choose between these two dynamics, but to balance them intelligently: to fully harness the openness offered by AI while firmly strengthening the foundations of education and training, so that technological tools remain a lever for progress rather than a substitute for human potential.

Technological transformations are comparable to a double-edged sword. They create immense opportunities but also profoundly disrupt our reference points and work models.

The real issue is not to resist technology. Progress cannot be stopped. The real issue is to master progress so that it serves human advancement. AI can increase productivity and ease certain tasks, but it will never replace human intuition, responsibility, ethics, and experience.

The ongoing technological revolution reminds us of the wisdom of the ancients, particularly this maxim by Fran\u00e7ois Rabelais: “Science without conscience is but the ruin of the soul,”<\/em> meaning that ethics, morality, and responsibility must guide scientific and technological advances.

Public policies must place greater emphasis on practical training, workplace learning, and mentorship. Governments and businesses share a common responsibility to collaborate in developing dual training systems, giving beginners a real chance to succeed, and supporting professional retraining.

Finally, in line with the recommendations of the International Labour Organization, the human being must remain at the center of work.

To respond to one of the key questions at the heart of our conference, I would say that if I had to change only one thing in the design of jobs or training systems, I would choose to place training at the very core of all frameworks, with a strong emphasis on ethics, free will, and a sense of responsibility.

In this way, we could inspire young people with a genuine desire to learn and give them the opportunity to use artificial intelligence with discernment subjecting it to the scrutiny of reason and human intelligence for a better future of the labor market.

Mesdames et Messieurs,<\/strong><\/p>\n\n\n\n

Avant tout propose, j\u2019aimerais saluer et remercier le Serviteur des Deux Saintes Mosqu\u00e9es, Sa Majest\u00e9 le Roi Salman ben Abdelaziz Al Saoud, et Son Altesse Royale le Prince Mohammed ben Salman, pour leur aimable invitation \u00e0 cette 3e<\/sup> Conf\u00e9rence mondiale sur le march\u00e9 du travail.<\/p>\n\n\n\n

Cette rencontre est une excellente initiative qui vient \u00e0 son heure, alors que nous sommes \u00e0 un moment crucial de notre histoire collective, un moment de bascule o\u00f9 les nombreuses mutations technologiques, \u00e9conomiques et sociales, redessinent profond\u00e9ment notre rapport aux valeurs qui gouvernent le travail et la formation professionnelle.<\/p>\n\n\n\n

Une question d\u2019apparence simple, mais complexe et essentielle se pose : celle de l\u2019\u00e9largissement de l\u2019acc\u00e8s au savoir gr\u00e2ce \u00e0 l\u2019intelligence artificielle.<\/p>\n\n\n\n

Elle met en jeu deux dynamiques simultan\u00e9es.<\/p>\n\n\n\n

D\u2019un c\u00f4t\u00e9, l\u2019intelligence artificielle \u00e9largit incontestablement l\u2019acc\u00e8s au savoir. Elle accroit la productivit\u00e9, diss\u00e9mine l\u2019information \u00e0 grande \u00e9chelle, r\u00e9duit les barri\u00e8res linguistiques et acc\u00e9l\u00e8re la circulation des connaissances en permettant \u00e0 chacun d\u2019apprendre \u00e0 son rythme. C\u2019est un progr\u00e8s consid\u00e9rable.<\/p>\n\n\n\n

Mais de l\u2019autre c\u00f4t\u00e9, un risque r\u00e9el se dessine et s\u2019accentue : celui d\u2019une fragilisation de l\u2019apprentissage chez les d\u00e9butants. \u00c0 force de trop d\u00e9l\u00e9guer trop t\u00f4t \u00e0 la machine, la technologie avanc\u00e9e affaiblit l\u2019apprentissage initial, r\u00e9duit l\u2019effort personnel, la curiosit\u00e9 intellectuelle et le raisonnement critique.<\/p>\n\n\n\n

A mon sens, le v\u00e9ritable d\u00e9fi n\u2019est pas de choisir entre ces deux dynamiques, mais de les \u00e9quilibrer de fa\u00e7on intelligente : tirer pleinement parti de l\u2019ouverture offerte par l\u2019IA, tout en renfor\u00e7ant solidement les bases de l\u2019\u00e9ducation et de la formation afin que l\u2019outil technologique reste un levier de progr\u00e8s et non un substitut aux potentialit\u00e9s humaines.<\/p>\n\n\n\n

Les mutations technologiques sont comparables \u00e0 une arme \u00e0 double tranchant. Elles cr\u00e9ent des opportunit\u00e9s immenses, mais bousculent profond\u00e9ment nos rep\u00e8res et nos mod\u00e8les de travail.<\/p>\n\n\n\n

Le v\u00e9ritable enjeu n\u2019est pas de r\u00e9sister \u00e0 la technologie. On ne peut pas arr\u00eater le progr\u00e8s. Le v\u00e9ritable enjeu consiste \u00e0 apprivoiser le progr\u00e8s et pour qu\u2019il serve le progr\u00e8s humain. L\u2019IA peut accro\u00eetre la productivit\u00e9 et all\u00e9ger certaines t\u00e2ches, mais elle ne remplacera jamais l\u2019intuition, la responsabilit\u00e9, l\u2019\u00e9thique et l\u2019exp\u00e9rience humaines.<\/p>\n\n\n\n

La r\u00e9volution technologique en cours nous rappelle la sagesse des anciens, notamment cette maxime de Fran\u00e7ois Rabelais :  science sans conscience n\u2019est que ruine de l\u2019\u00e2me ; <\/em>signifiant par-l\u00e0 que l\u2019\u00e9thique, la morale et la responsabilit\u00e9 doivent guider les avanc\u00e9es scientifiques et technologiques.<\/p>\n\n\n\n

Les politiques publiques doivent valoriser davantage la formation pratique, l\u2019apprentissage en milieu professionnel et le mentorat. Les \u00c9tats et les entreprises ont la responsabilit\u00e9 commune de collaborer pour d\u00e9velopper la formation duale, donner des chances de r\u00e9ussite au d\u00e9butant et accompagner les reconversions professionnelles.<\/p>\n\n\n\n

Enfin, conform\u00e9ment aux recommandations de l\u2019Organisation internationale du Travail, l\u2019humain doit rester l\u2019acteur central du travail.<\/p>\n\n\n\n

Pour r\u00e9pondre \u00e0 l\u2019une des questions au c\u0153ur de notre conf\u00e9rence, je dirais que si je devais changer une seule chose dans la conception des emplois ou des formations, je choisirais de placer la formation au c\u0153ur de tout dispositif, en insistant sur l\u2019\u00e9thique, le libre arbitre et le sens de la responsabilit\u00e9.<\/p>\n\n\n\n

C\u2019est ainsi que nous pourrions donner aux jeunes le go\u00fbt d\u2019apprendre et la chance d\u2019utiliser l\u2019intelligence artificielle avec discernement, en la soumettant \u00e0 la critique de la raison et de l\u2019intelligence humaine, pour un meilleur devenir du march\u00e9 du travail.<\/p>\n\n\n\n
