Event on the Saudi Green Initiative: Panel on Adaptation finance – Financial models for climate vulnerabilities<\/strong><\/p>\n\n\n\n

Ladies and Gentlemen,<\/strong><\/p>\n\n\n\n

Let me first commend and thank the Saudi authorities for their kind invitation and the arrangements made to facilitate our stay.<\/p>\n\n\n\n

I warmly congratulate the Kingdom of Saudi Arabia for hosting COP16 and organizing this event on the Saudi Green Initiative.<\/p>\n\n\n\n

It is a powerful symbol of commitment that a major oil-producing and desert country takes on a leadership role in combating desertification and drought, by designing concrete programs for reforestation, land restoration, energy transition, and emission reductions, with the ambition of achieving net-zero emissions by 2060.<\/p>\n\n\n\n

I commend the 80 initiatives already launched under the Saudi Green Initiative, supported by a funding of 705 billion riyals.<\/p>\n\n\n\n

Similarly, the regional effort within the framework of the Middle East Green Initiative is indeed appropriate, as major environmental problems ignore borders and require join solutions.<\/p>\n\n\n\n

In this regard, and in accordance with the theme of our panel, I would like to make the following proposals:<\/p>\n\n\n\n

First<\/strong>, sharing Saudi expertise in reforestation and land restoration with African countries that are members of the Great Green Wall Initiative, with the support of the Secretariat of the Convention to Combat Desertification and Drought. As a reminder, 65% of Africa\u2019s arable land is degraded.<\/p>\n\n\n\n

Second<\/strong>, support for small agro-sylvo-pastoral projects that contribute to the protection and restoration of biodiversity, particularly in rural areas.<\/p>\n\n\n\n

Third,<\/strong> promoting partnerships with initiatives and organizations such as the International Drought Resilience Alliance, the Arab Gulf Program for Development, the Global Center on Adaptation, and the Business for Land Forum to share best practices in innovation and sustainable financing.<\/p>\n\n\n\n

Fourth,<\/strong> adequate funding for the Africa Adaptation Acceleration Program.<\/p>\n\n\n\n

This program is a joint initiative of the ADB and the Global Center on Adaptation, with the objective to mobilize 25 billion USD<\/strong> over five years to accelerate and scale up climate adaptation measures on the continent, including through green projects.<\/p>\n\n\n\n

I must stress that developing countries are financing most of their green project by resorting to debt, in the absence of the financing agreed under the UN Climate change Convention<\/strong>.<\/p>\n\n\n\n

Fifth<\/strong>, support for better understanding of carbon credit market mechanisms, to make them more transparent and equitable for developing countries, particularly in Africa.<\/p>\n\n\n\n

I recall that during COP27 on climate change, African countries have launched the African Carbon Markets Initiative, for a target of 300 million carbon credits per year.<\/p>\n\n\n\n

The UN E.C.A<\/strong>, ADB <\/strong>and AFREXIMBANK<\/strong> are already working on implementing this initiative, thru the African Carbon Support Program and the African Business Forum.<\/p>\n\n\n\n

Sixth and last<\/strong>, beyond funding, Africa has two structural needs when it comes to climate change:<\/p>\n\n\n\n

    \n
  1. Strengthening institutional and human capacity in mobilizing and structuring climate finance. There is a need to have a critical number of African Institutions accredited to international climate funds as well as a critical number of African experts in climate engineering and investment.<\/li>\n\n\n\n
  2. Deep and better concessional borrowing terms in both interest rate and maturity are needed to achieve more impact in tackling climate priorities and avoid debt bottlenecks.<\/li>\n<\/ol>\n\n\n\n

    The Macky Sall Foundation for Peace, Dialogue, and Development, which I launched last April, is also ready to contribute to our common effort to protect our environment with adequate adaptation finance.<\/p>\n\n\n\n

    Once again, I congratulate the Saudi authorities for their strong commitment to sustainable development thru the Saudi Green Initiative.<\/p>\n\n\n\n

    I wish you a successful panel. Thank you.<\/p>\n\n\n\n

    Mesdames et Messieurs,<\/strong><\/p>\n\n\n\n

    Permettez-moi tout d’abord de saluer et de remercier les autorit\u00e9s saoudiennes pour leur aimable invitation et les arrangements mis en place pour faciliter notre s\u00e9jour.<\/p>\n\n\n\n

    Je f\u00e9licite chaleureusement le Royaume d’Arabie Saoudite d’accueillir la COP16 et d\u2019organiser cet \u00e9v\u00e9nement consacr\u00e9 \u00e0 l\u2019Initiative Verte Saoudienne.<\/p>\n\n\n\n

    C\u2019est un symbole puissant d\u2019engagement qu\u2019un grand pays producteur de p\u00e9trole et situ\u00e9 dans une r\u00e9gion d\u00e9sertique prenne un r\u00f4le de leader dans la lutte contre la d\u00e9sertification et la s\u00e9cheresse, en \u00e9laborant des programmes concrets de reforestation, de restauration des terres, de transition \u00e9nerg\u00e9tique et de r\u00e9duction des \u00e9missions, avec l\u2019ambition d\u2019atteindre la neutralit\u00e9 carbone d\u2019ici 2060.<\/p>\n\n\n\n

    Je salue les 80 initiatives d\u00e9j\u00e0 lanc\u00e9es dans le cadre de l\u2019Initiative Verte Saoudienne, soutenues par un financement de 705 milliards de riyals.<\/p>\n\n\n\n

    De m\u00eame, l\u2019effort r\u00e9gional inscrit dans l\u2019Initiative Verte pour le Moyen-Orient est tout \u00e0 fait pertinent, car les grands d\u00e9fis environnementaux ignorent les fronti\u00e8res et n\u00e9cessitent des solutions communes.<\/p>\n\n\n\n

    \u00c0 cet \u00e9gard, et conform\u00e9ment au th\u00e8me de notre panel, je voudrais formuler les propositions suivantes:<\/p>\n\n\n\n

    Premi\u00e8rement,<\/strong> partager l\u2019expertise saoudienne en mati\u00e8re de reforestation et de restauration des terres avec les pays africains membres de l\u2019Initiative de la Grande Muraille Verte, avec le soutien du Secr\u00e9tariat de la Convention de lutte contre la d\u00e9sertification et la s\u00e9cheresse. Pour rappel, 65 % des terres arables en Afrique sont d\u00e9grad\u00e9es.<\/p>\n\n\n\n

    Deuxi\u00e8mement,<\/strong> soutenir les petits projets agro-sylvo-pastoraux qui contribuent \u00e0 la protection et \u00e0 la restauration de la biodiversit\u00e9, en particulier dans les zones rurales.<\/p>\n\n\n\n

    Troisi\u00e8mement,<\/strong> promouvoir des partenariats avec des initiatives et organisations telles que l\u2019Alliance Internationale pour la R\u00e9silience \u00e0 la S\u00e9cheresse, le Programme du Golfe Arabe pour le D\u00e9veloppement, le Centre Mondial pour l\u2019Adaptation, et le Forum Business for Land, afin de partager les meilleures pratiques en mati\u00e8re d\u2019innovation et de financement durable.<\/p>\n\n\n\n

    Quatri\u00e8mement,<\/strong> fournir un financement ad\u00e9quat au Programme d\u2019Acc\u00e9l\u00e9ration de l\u2019Adaptation en Afrique.
    Ce programme, initiative conjointe de la BAD et du Centre Mondial pour l\u2019Adaptation, vise \u00e0 mobiliser 25 milliards de dollars sur cinq ans pour acc\u00e9l\u00e9rer et intensifier les mesures d\u2019adaptation climatique sur le continent, notamment \u00e0 travers des projets verts.<\/p>\n\n\n\n

    Je tiens \u00e0 souligner que les pays en d\u00e9veloppement financent la plupart de leurs projets verts par endettement, faute des financements convenus dans le cadre de la Convention des Nations Unies sur le changement climatique.<\/p>\n\n\n\n

    Cinqui\u00e8mement,<\/strong> appuyer une meilleure compr\u00e9hension des m\u00e9canismes du march\u00e9 des cr\u00e9dits carbone afin de les rendre plus transparents et \u00e9quitables pour les pays en d\u00e9veloppement, notamment en Afrique.<\/p>\n\n\n\n

    Je rappelle qu\u2019au cours de la COP27 sur le changement climatique, les pays africains ont lanc\u00e9 l\u2019Initiative des March\u00e9s Carbone Africains, visant un objectif de 300 millions de cr\u00e9dits carbone par an.
    La CEA des Nations Unies, la BAD et l\u2019AFREXIMBANK travaillent d\u00e9j\u00e0 \u00e0 la mise en \u0153uvre de cette initiative \u00e0 travers le Programme de Soutien au Carbone Africain et le Forum des Affaires Africaines.<\/p>\n\n\n\n

    Sixi\u00e8mement et enfin,<\/strong> au-del\u00e0 du financement, l\u2019Afrique a deux besoins structurels face au changement climatique :<\/p>\n\n\n\n

      \n
    1. Le renforcement des capacit\u00e9s institutionnelles et humaines pour mobiliser et structurer les financements climatiques. Il est n\u00e9cessaire d\u2019avoir un nombre critique d\u2019institutions africaines accr\u00e9dit\u00e9es aupr\u00e8s des fonds climatiques internationaux ainsi qu\u2019un nombre critique d\u2019experts africains en ing\u00e9nierie climatique et en investissement.<\/li>\n\n\n\n
    2. Des conditions de pr\u00eat concessionnel plus avantageuses, tant en termes de taux d\u2019int\u00e9r\u00eat que d\u2019\u00e9ch\u00e9ances, sont n\u00e9cessaires pour maximiser l\u2019impact des priorit\u00e9s climatiques tout en \u00e9vitant les goulets d\u2019\u00e9tranglement li\u00e9s \u00e0 la dette.<\/li>\n<\/ol>\n\n\n\n

      La Fondation Macky Sall pour la Paix, le Dialogue et le D\u00e9veloppement, que j\u2019ai lanc\u00e9e en avril dernier, est \u00e9galement pr\u00eate \u00e0 contribuer \u00e0 notre effort commun pour prot\u00e9ger notre environnement gr\u00e2ce \u00e0 un financement ad\u00e9quat pour l\u2019adaptation.<\/p>\n\n\n\n

      Encore une fois, je f\u00e9licite les autorit\u00e9s saoudiennes pour leur engagement fort en faveur du d\u00e9veloppement durable \u00e0 travers l\u2019Initiative Verte Saoudienne.<\/p>\n\n\n\n
