{"id":3013,"date":"2023-05-04T15:46:00","date_gmt":"2023-05-04T15:46:00","guid":{"rendered":"https:\/\/dev.mackysallfoundation.org\/?p=3013"},"modified":"2024-10-17T15:49:28","modified_gmt":"2024-10-17T15:49:28","slug":"opening-ceremony-of-the-6th-world-forum-on-the-social-solidarity-economy","status":"publish","type":"post","link":"https:\/\/dev.mackysallfoundation.org\/fr\/opening-ceremony-of-the-6th-world-forum-on-the-social-solidarity-economy\/","title":{"rendered":"Opening ceremony of the 6th World Forum on the Social Solidarity Economy"},"content":{"rendered":"<p class=\"wp-block-paragraph\">4 May 2023<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mr. Prime Minister,<br>Ladies and gentlemen Ministers,<br>Mr. Mayor of Bordeaux, President of the Global Forum on Social Economy,<br>Mr. Mayor of the city of Dakar,<br>Ladies and gentlemen Mayors members of the Global Forum on Social Economy,<br>Ladies and gentlemen Presidents and Directors of global networks of social and solidarity economy,<br>Ladies and gentlemen members of the Diplomatic Corps,<br>Ladies and gentlemen local and territorial elected officials,<br>Dear guests,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On behalf of Senegal, I would like to greet our hosts and thank them for accepting our invitation to participate in this 6th edition of the Global Forum on Social and Solidarity Economy, which is being held for the first time on African soil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I wish a warm welcome to all of you and hope you have a pleasant stay among us. I am particularly pleased to preside over this ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Firstly, as a former Mayor, I understand the crucial role of the social and solidarity economy as a tool for combating poverty and social marginalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secondly, from this grassroots experience, I believe in the collaboration between the State and its branches: cities, municipalities, local authorities, and other local governments, to strengthen the productive capacities of vulnerable social groups, particularly youth and women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, I am convinced of the usefulness of decentralized cooperation as a means of exchanging experiences on best practices and as a solidarity mechanism beyond national borders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why, a few years ago, together with Mr. Khalifa Ababacar Sall, then Mayor of Dakar, I promoted the establishment of the Pan-African Organization of United Cities and Local Governments of Africa (CGLUA) with the African Union.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the same vein, I supported the request of Ms. Soham WARDINI, then Mayor of Dakar, to host this 6th edition of the Global Forum on Social and Solidarity Economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ladies and gentlemen,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The social and solidarity economy, which refers to enterprises organized in the form of cooperatives, mutuals, associations, or foundations, whose functioning and activities are based on principles of solidarity and social utility, is a reality at the heart of society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here in Senegal, social and solidarity economy practices have long existed, notably through the so-called tontine system, where members gather based on affinity to contribute and take turns recovering their contributions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is therefore gratifying that the United Nations General Assembly adopted, on April 18, its very first resolution on promoting the social and solidarity economy for sustainable development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution particularly encourages multilateral, international, and regional financial institutions, as well as development banks, to participate in the efforts of member states to achieve the Sustainable Development Goals through existing and new financial instruments and mechanisms tailored to all stages of development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am especially pleased because this text aligns with the advocacy I have consistently made during my term at the head of the African Union for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the implementation of the G20 Initiative for the suspension of debt service;<\/li>\n\n\n\n<li>the partial reallocation of Special Drawing Rights from developed countries in the form of concessional loans to developing countries to support their efforts for resilience and post-COVID-19 recovery.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This indicates that in the context of an exacerbated crisis, the social economy must also be applied at the international level to enable states to access additional resources to support their internal efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the world continues to face the cumulative consequences of the pandemic and the invasion of Ukraine, I urge your Forum to draw the attention of partner countries and institutions to the particular situation of developing countries, whose structurally weak economies are undoubtedly the most destabilized by the crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the face of unprecedented challenges, innovative and solidarity-based responses are needed for a fairer and more inclusive world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By placing your meeting under the theme of transitioning from informal economies to collective and sustainable economies for our territories, you have aimed to address current issues, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>co-constructing collective and sustainable economies that create decent jobs for youth and women;<\/li>\n\n\n\n<li>preserving artisanal fishing;<\/li>\n\n\n\n<li>developing a digital economy that is social and sustainable;<\/li>\n\n\n\n<li>financing collective and sustainable economies for territories;<\/li>\n\n\n\n<li>fostering territorial green economies and food sovereignty;<\/li>\n\n\n\n<li>promoting political dialogue between national and local governments.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This dialogue seems essential to me because, clearly, the State cannot do everything alone; but without it, its branches\u2014cities, municipalities, and other local governments\u2014would not be able to accomplish anything.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hence, there is a necessity to establish and maintain a constructive dialogue to mobilize action resources for the benefit of target populations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On another note, I note with interest the priority you have given to youth and women through the pre-Forum dedicated to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an excellent initiative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, in all countries, albeit to varying degrees, youth and women remain among the most vulnerable social groups, especially regarding empowerment, access to employment and other income-generating activities, wage treatment, and access to credit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why, concerning Senegal, I established the Delegation for Women and Youth Entrepreneurship (DER\/FJ) in 2018 to assist in their economic integration by providing loans, including nano credits, under soft conditions, as well as through mentoring and advice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DER\/FJ is part of our vision for a solidarity-based development founded on social justice and territorial equity, with other instruments being the Community Development Emergency Program (PUDC), the Emergency Program for Modernization of Border Axes and Territories (PUMA), Family Security Scholarships, and Universal Health Coverage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ladies and gentlemen,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In reviewing the sub-themes of your Forum, I also realize that sustainable development, through the promotion of a green economy, is at the heart of your agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is significant since climate change now poses an existential threat to planet Earth, our common habitat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, it makes sense to consider the common but differentiated responsibilities of countries in the face of climate peril.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By this, I mean that while we must all work towards achieving sustainable development through carbon-efficient economic policies, it is just and equitable to recognize the distinctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The least polluting countries, which are most affected by the effects of climate change and are furthest behind in the industrialization process, cannot bear the same responsibilities as industrialized countries, whose production patterns, since the Industrial Revolution at the end of the 18th century, have progressively plunged the planet into the current state of climate emergency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the essence of the demand from developing countries for a fair and equitable energy transition, allowing them to have access to basic energy to enhance their economic competitiveness and achieve universal access to electricity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, I would like to remind you that over 600 million Africans still live without electricity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means, ladies and gentlemen, that the issues you will address here, each as pressing as the next, show that beyond the social and solidarity economy, your Forum raises essential questions that call us to solidarity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of us, together\u2014Northern and Southern countries, state and local authorities, private sector, opinion leaders, and citizens\u2014must remain mobilized to contribute to finding concerted and effective solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I hope that your meetings will allow us to establish another milestone in this direction, for a better world, because it is fairer and more supportive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I congratulate Ms. Victorine Nd\u00e8ye, Minister of Microfinance and Social and Solidarity Economy, and her entire team for the efforts devoted to preparing the Forum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I also want to thank and congratulate Mr. Barth\u00e9lemy Dias, Mayor of Dakar, as well as the Network of actors and local authorities in the social and solidarity economy for their contribution to organizing this meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I hereby declare the 6th edition of the Global Forum on Social and Solidarity Economy open and wish you great success in your work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you.<\/p>\n\n\n\n<hr class=\"wp-block-separator Pr\u00e9sident du Forum mondial de l\u2019\u00e9conomie sociale,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Monsieur le Maire de la ville Dakar,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs les Maires membres du Forum mondial de l\u2019\u00e9conomie sociale,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs les Pr\u00e9sidents et Directeurs des R\u00e9seaux mondiaux de l\u2019\u00e9conomie sociale et solidaire,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs les membres du Corps diplomatique,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs les \u00e9lus locaux et territoriaux,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chers invit\u00e9s,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au nom du S\u00e9n\u00e9gal, je voudrais saluer nos h\u00f4tes et les remercier d\u2019avoir bien voulu r\u00e9pondre \u00e0 notre invitation en prenant part \u00e0 cette 6<sup>e<\/sup> \u00e9dition du Forum mondial de l\u2019\u00e9conomie sociale et solidaire, qui se tient pour la premi\u00e8re fois en terre africaine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A toutes et \u00e0 tous je souhaite la bienvenue et un agr\u00e9able s\u00e9jour parmi nous. Je me r\u00e9jouis, \u00e0 plus d\u2019un titre, de pr\u00e9sider cette c\u00e9r\u00e9monie.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>D\u2019abord,<\/strong> en tant qu\u2019ancien Maire, je mesure le r\u00f4le crucial de l\u2019\u00e9conomie sociale et solidaire comme instrument de lutte contre la pauvret\u00e9 et la marginalisation sociale.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ensuite<\/strong>, de par cette exp\u00e9rience \u00e0 la base, je crois \u00e0 la collaboration entre l\u2019Etat et ses d\u00e9membrements&nbsp;: villes, communes, collectivit\u00e9s territoriales et autres gouvernements locaux, pour le renforcement des capacit\u00e9s productives des couches sociales vuln\u00e9rables, en particulier les jeunes et les femmes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Enfin, <\/strong>je suis convaincu de l\u2019utilit\u00e9 de la coop\u00e9ration d\u00e9centralis\u00e9e comme moyen d\u2019\u00e9change d\u2019exp\u00e9rience sur les meilleures pratiques, et comme m\u00e9canisme de solidarit\u00e9 au-del\u00e0 des fronti\u00e8res nationales.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voil\u00e0 pourquoi j\u2019avais port\u00e9 il y a quelques ann\u00e9es, avec Monsieur <strong>Khalifa Ababacar Sall<\/strong>, alors Maire de Dakar, la promotion aupr\u00e8s de l\u2019Union Africaine de l\u2019Organisation panafricaine des <strong><em>Cit\u00e9s et Gouvernements locaux unis d\u2019Afrique<\/em><\/strong> <strong>(CGLUA).<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est dans la m\u00eame continuit\u00e9 que j\u2019avais appuy\u00e9 la requ\u00eate de Mme <strong>Soham WARDINI<\/strong>, \u00e0 l\u2019\u00e9poque Maire de la ville de Dakar, pour accueillir chez nous cette 6<sup>e<\/sup> \u00e9dition du Forum mondial de l\u2019\u00e9conomie sociale et solidaire.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019\u00e9conomie sociale et solidaire, qui d\u00e9signe les entreprises organis\u00e9es sous forme de coop\u00e9ratives, mutuelles, associations, ou fondations, dont le fonctionnement et les activit\u00e9s reposent sur un principe de solidarit\u00e9 et d&#8217;utilit\u00e9 sociale, est une r\u00e9alit\u00e9 au c\u0153ur de la soci\u00e9t\u00e9.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ici au S\u00e9n\u00e9gal, l\u2019\u00e9conomie solidaire et sociale se pratique de longue date, avec la formule dite <strong><em>tontine, <\/em><\/strong>dont<strong> <\/strong>les membres se retrouvent par affinit\u00e9, pour cotiser et r\u00e9cup\u00e9rer leur mise \u00e0 tour de r\u00f4le.<strong><em>&nbsp; <\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il est donc heureux que l\u2019Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies, ait adopt\u00e9, le 18 avril dernier, sa toute premi\u00e8re r\u00e9solution sur <strong><em>la<\/em><\/strong><strong> <\/strong><strong><em>promotion de l\u2019\u00e9conomie sociale et solidaire au service du d\u00e9veloppement durable.&nbsp;<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La r\u00e9solution encourage notamment les institutions financi\u00e8res multilat\u00e9rales, internationales et r\u00e9gionales, ainsi que les banques de d\u00e9veloppement, \u00e0 participer aux efforts des Etats membres pour r\u00e9aliser les Objectifs du d\u00e9veloppement durable, au moyen d\u2019instruments et de m\u00e9canismes financiers, existants et nouveaux, adapt\u00e9s \u00e0 tous les stades du d\u00e9veloppement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je m\u2019en r\u00e9jouis particuli\u00e8rement parce que ce texte va dans le sens du plaidoyer que j\u2019ai constamment fait durant mon mandat \u00e0 la t\u00eate de l\u2019Union Africaine, pour&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>la mise en \u0153uvre de l\u2019Initiative du G20 de suspension du service de la dette\u00a0;\u00a0<\/li>\n\n\n\n<li>et la r\u00e9allocation partielle des Droits de Tirages sp\u00e9ciaux des pays d\u00e9velopp\u00e9s, sous forme de pr\u00eats concessionnels en faveur des pays en d\u00e9veloppement pour soutenir leurs efforts de r\u00e9silience et de relance post COVID-19.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est dire que dans un contexte de crise exacerb\u00e9e, l\u2019\u00e9conomie solidaire doit \u00e9galement s\u2019appliquer \u00e0 l\u2019\u00e9chelle internationale pour permettre aux Etats de disposer de ressources additionnelles en appui \u00e0 leurs efforts internes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alors que le monde continue de subir de plein fouet les cons\u00e9quences cumul\u00e9es de la pand\u00e9mie et de l\u2019invasion de l\u2019Ukraine, j\u2019invite votre Forum \u00e0 attirer l\u2019attention des pays et Institutions partenaires sur la situation particuli\u00e8re des pays en d\u00e9veloppement dont les \u00e9conomies, structurellement faibles, sont assur\u00e9ment les plus d\u00e9stabilis\u00e9es par la crise.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Face \u00e0 des d\u00e9fis in\u00e9dits, il faut des r\u00e9ponses innovantes et solidaires pour un monde plus juste et plus inclusif.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En pla\u00e7ant votre rencontre sous le th\u00e8me de <strong><em>la transition des \u00e9conomies informelles vers des \u00e9conomies collectives et durables pour nos territoires<\/em><\/strong>, vous avez voulu aborder des sujets d\u2019actualit\u00e9, dont, entre autres :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>la co-construction d\u2019\u00e9conomies collectives et durables cr\u00e9atrices d\u2019emploi d\u00e9cents pour les jeunes et les femmes\u00a0;\u00a0<\/li>\n\n\n\n<li>la pr\u00e9servation de la p\u00eache artisanale\u00a0;\u00a0<\/li>\n\n\n\n<li>l\u2019\u00e9conomie num\u00e9rique solidaire et durable\u00a0;\u00a0<\/li>\n\n\n\n<li>le financement des \u00e9conomies collectives et durables pour les territoires\u00a0;\u00a0<\/li>\n\n\n\n<li>l\u2019\u00e9conomie verte territoriale et la souverainet\u00e9 alimentaire\u00a0;\u00a0<\/li>\n\n\n\n<li>enfin, le dialogue politique entre gouvernements nationaux et locaux.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ce dialogue me parait indispensable, <\/strong>parce qu\u2019\u00e0 l\u2019\u00e9vidence <strong>l\u2019<\/strong><strong>Etat ne peut tout faire&nbsp;\u00e0 lui seul<\/strong>&nbsp;; mais sans lui, ses d\u00e9membrements que sont les villes, communes et autres collectivit\u00e9s et gouvernements locaux <strong>ne pourraient rien faire.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u2019o\u00f9 la n\u00e9cessit\u00e9 d\u2019instaurer et maintenir un dialogue constructif dans la mobilisation des moyens d\u2019action au b\u00e9n\u00e9fice des populations cibles.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u2019autre part, je note avec int\u00e9r\u00eat la priorit\u00e9 que vous avez accord\u00e9e aux jeunes et aux femmes \u00e0 travers le pr\u00e9 Forum qui leur a \u00e9t\u00e9 d\u00e9di\u00e9.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est une excellente initiative.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En effet, dans tous les pays, certes \u00e0 des degr\u00e9s divers, les jeunes et les femmes restent parmi les couches sociales les plus vuln\u00e9rables, notamment en mati\u00e8re d\u2019autonomisation, d\u2019acc\u00e8s \u00e0 l\u2019emploi et autres activit\u00e9s g\u00e9n\u00e9ratrices de revenus, de traitement salarial, et d\u2019acc\u00e8s au cr\u00e9dit.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est pourquoi, s\u2019agissant du S\u00e9n\u00e9gal, j\u2019ai mis en place en 2018 la D\u00e9l\u00e9gation \u00e0 l\u2019Entreprenariat des Femmes et des Jeunes (DER\/FJ) pour aider \u00e0 leur insertion \u00e9conomique par l\u2019octroi de pr\u00eats, y compris des nano cr\u00e9dits, \u00e0 des conditions douces, mais \u00e9galement par l\u2019encadrement et le conseil.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La DER\/FJ s\u2019inscrit dans notre vision d\u2019un d\u00e9veloppement solidaire fond\u00e9 sur la justice sociale et l\u2019\u00e9quit\u00e9 territoriale, dont les autres instruments sont le Programme d\u2019Urgence de D\u00e9veloppement communautaire (PUDC), le Programme d\u2019Urgence de Modernisation des Axes et Territoires frontaliers (PUMA), les Bourses de S\u00e9curit\u00e9 familiale et la Couverture Maladie Universelle.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En parcourant les sous-th\u00e8mes de votre Forum, je me rends \u00e9galement compte que le d\u00e9veloppement durable, \u00e0 travers la promotion de l\u2019\u00e9conomie verte, est au c\u0153ur de votre agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela a du sens puisque le r\u00e9chauffement climatique constitue d\u00e9sormais une menace existentielle pour la plan\u00e8te terre, notre habitat commun.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En m\u00eame temps, il y a du sens \u00e0 tenir compte de la <strong>responsabilit\u00e9 commune mais diff\u00e9renci\u00e9e<\/strong> des pays face au p\u00e9ril climatique.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">J\u2019entends par l\u00e0 que si nous devons tous \u0153uvrer \u00e0 la r\u00e9alisation du d\u00e9veloppement durable par des politiques \u00e9conomiques sobres en carbone, il est juste et \u00e9quitable de faire la part des choses.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les pays les moins pollueurs, qui subissent le plus les effets du r\u00e9chauffement climatiques, et qui sont les plus en retard sur le processus d\u2019industrialisation, ne peuvent pas porter les m\u00eames responsabilit\u00e9s que les pays industrialis\u00e9s dont les sch\u00e9mas de production, depuis la r\u00e9volution industrielle \u00e0 la fin du 18<sup>e<\/sup> si\u00e8cle, ont progressivement plong\u00e9 la plan\u00e8te dans l\u2019\u00e9tat d\u2019urgence climatique actuel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est tout le sens de la revendication des pays en d\u00e9veloppement pour une transition \u00e9nerg\u00e9tique juste et \u00e9quitable, leur permettant de disposer d\u2019une \u00e9nergie de base pour am\u00e9liorer leur comp\u00e9titivit\u00e9 \u00e9conomique et r\u00e9aliser l\u2019acc\u00e8s universel \u00e0 l\u2019\u00e9lectricit\u00e9.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A titre d\u2019exemple, je rappelle que plus de <strong>600 millions<\/strong> d\u2019africains vivent encore sans \u00e9lectricit\u00e9.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est dire, mesdames, messieurs, que les probl\u00e9matiques que vous aborderez ici, aussi percutantes les unes que les autres, montrent qu\u2019au-del\u00e0 de l\u2019\u00e9conomie solidaire et sociale, votre Forum pose des questions essentielles qui nous interpellent solidairement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tous, ensemble, pays du Nord et du Sud, autorit\u00e9s \u00e9tatiques et locales, secteur priv\u00e9, leaders d\u2019opinion et citoyens, nous devons rester mobilis\u00e9s pour contribuer \u00e0 la recherche de solutions concert\u00e9es et efficaces.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">J\u2019esp\u00e8re que vos assises nous permettront de poser un jalon de plus dans ce sens, pour un monde meilleur, parce que plus juste et plus solidaire.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je f\u00e9licite Madame le Ministre de la Microfinance et de l\u2019\u00c9conomie sociale et solidaire, <strong>Victorine Nd\u00e8ye<\/strong> et l\u2019ensemble de ses \u00e9quipes pour les efforts consacr\u00e9s \u00e0 la pr\u00e9paration du Forum.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je tiens \u00e9galement \u00e0 remercier et f\u00e9liciter le Maire de la ville de Dakar, Monsieur <strong>Barth\u00e9lemy Dias<\/strong>,
