{"id":2978,"date":"2023-06-12T13:31:00","date_gmt":"2023-06-12T13:31:00","guid":{"rendered":"https:\/\/dev.mackysallfoundation.org\/?p=2978"},"modified":"2024-10-16T13:32:27","modified_gmt":"2024-10-16T13:32:27","slug":"bajenu-gox-national-meeting","status":"publish","type":"post","link":"https:\/\/dev.mackysallfoundation.org\/fr\/bajenu-gox-national-meeting\/","title":{"rendered":"Bajenu Gox National Meeting"},"content":{"rendered":"<p class=\"wp-block-paragraph\">12 June 2023<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mr. Prime Minister,<br>Mr. President of the Economic, Social and Environmental Council,<br>Madam Minister of Health and Social Action,<br>Ladies and Gentlemen Ministers,<br>Ladies and Gentlemen Members of the Diplomatic Corps,<br>Mr. Representative of the World Health Organization in Senegal,<br>Ladies and Gentlemen Representatives of Technical and Financial Partners, and Non-Governmental Organizations,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ladies and Gentlemen, Administrative, Religious and Traditional Authorities,<br>Dear community health actors,<br>Dear Bajenu Gox,<br>Ladies and Gentlemen,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would first like to greet and thank all of you for your presence at this meeting dedicated to health, particularly the health of mothers and children.<br>Health is at the heart of our public policies, especially in Axis II of the Emerging Senegal Plan, which focuses on human capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you, dear Bajenu Gox, for your exceptional welcome and mobilization. It is always with enthusiasm and renewed pleasure that I meet with you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an opportunity for me to once again express my gratitude and recognition for your continuous commitment to maternal and child health, which largely determines the health status of a nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why reducing maternal, neonatal, infant, juvenile, and adolescent mortality is one of the major priorities of the National Health and Social Development Plan 2019-2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This Plan, I remind you, is in line with our international commitments, including the Sustainable Development Goals by 2030 and the Global Strategy for Women&#8217;s, Children&#8217;s, and Adolescents&#8217; Health 2016-2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The combination of actions by the State and its partners has helped consolidate the positive results obtained in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the latest Demographic and Health Surveys in Senegal confirmed the downward trend in maternal, neonatal, and infant-juvenile mortality rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, between 2012 and 2017, the maternal mortality rate dropped from 396 deaths to 236 deaths per 100,000 live births. As for infant-juvenile mortality, it decreased from 65 to 37 deaths per 1,000 live births between 2012 and 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also, during this same period, the contraceptive prevalence rate increased from 12% to 26.3%.<br>We achieved these results mainly thanks to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The continuous increase in the national budget allocated to the health and social action sector;<\/li>\n\n\n\n<li>The expansion of the health infrastructure network with the construction of several state-of-the-art health facilities and the strengthening of health personnel across all categories;<\/li>\n\n\n\n<li>The free provision of cesarean sections and health care for children under five years old;<\/li>\n\n\n\n<li>The free enrollment in health mutuals for beneficiaries of the Family Security Grants Program;<\/li>\n\n\n\n<li>The Equality Card, which grants free health care to people living with disabilities;<\/li>\n\n\n\n<li>And finally, the Bajenu Gox Community Program.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This Program, whose name is rooted in our socio-cultural values, particularly the role of the &#8220;bajen&#8221; (aunt) in the family, emphasizes female leadership to support our public health policies dedicated to two key groups: mothers and children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chosen from within a community setting, the neighborhood or village (&#8220;gokh&#8221;), and well-prepared by health service officials, the &#8220;Bajenu Gox&#8221; is tasked with guiding women through essential phases of their reproductive life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She serves as a counselor and assists them during pregnancy, childbirth, and postnatal follow-up.<br>Particular attention is given to birth spacing, attending baby vaccination appointments, monitoring the baby\u2019s nutrition and weight, and protecting against female genital mutilation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bajenu Gox have significantly contributed to increasing attendance at health facilities through awareness, orientation, and support for women and children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The positive results from the initial mission of the Bajenu Gox Program encouraged us to integrate other activities into the program, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reporting maternal and newborn deaths as part of the Maternal Death Surveillance and Response system;<\/li>\n\n\n\n<li>Identifying women with fistulas for early treatment;<\/li>\n\n\n\n<li>And registering births.<br>I am also pleased with the participation of the Bajenu Gox in the Fifth General Population and Housing Census, currently underway.<br>I would therefore like to acknowledge your civic commitment and thank you sincerely for your contribution to the well-being of the community.\u00a0<strong>Dieureudieuf Bajenu Gox yi!<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In recognition of your efforts, I am pleased to announce today the allocation of a monthly stipend of 25,000 CFA francs to each of the 9,138 Bajenu Gox identified in our 14 regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This support, which we have mobilized with the help of the Susan Thompson Buffet Foundation, will be further strengthened by a grant of one million (1,000,000) CFA francs to each of the 79 Bajenu Gox associations in the health districts for this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Madam Minister, I am particularly committed to the proper and prompt execution of this support program for the Bajenu Gox, with an obligation of accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On your behalf and mine, I warmly thank our sister, Professor Senait Fissha, Director of International Programs at the Susan Thompson Buffet Foundation.<br>Professor Senait Fissha has visited Senegal more than once, in addition to our meetings on various occasions. When she expressed the Foundation&#8217;s willingness to support Senegal, I immediately directed her toward the Bajenu Gox Program, in recognition of the added value that this Program brings to our health system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the reason for the Foundation&#8217;s support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is also an opportunity for me to renew my thanks to all of Senegal&#8217;s technical and financial partners in the vital health sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I congratulate Madam Minister of Health and Social Action and her teams for the successful organization of this ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I also want to acknowledge and thank our health personnel, in all categories, whose daily dedication contributes to achieving our goal of providing access to public health services for all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you for your attention.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rencontre Nationale des Bajenu Gox<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">12 juin 2023<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Monsieur le Premier Ministre,<\/strong><\/li>\n\n\n\n<li><strong>Monsieur le Pr\u00e9sident du Conseil<\/strong><\/li>\n\n\n\n<li><strong>Economique Social et Environnemental,<\/strong><\/li>\n\n\n\n<li><strong>Madame le Ministre de la Sant\u00e9 et de l\u2019Action sociale,\u00a0<\/strong><\/li>\n\n\n\n<li><strong>Mesdames, Messieurs les ministres,<\/strong><\/li>\n\n\n\n<li><strong>Mesdames, Messieurs les membres du corps diplomatique,<\/strong><\/li>\n\n\n\n<li><strong>Monsieur le Repr\u00e9sentant de l\u2019Organisation Mondiale de la Sant\u00e9\u00a0au S\u00e9n\u00e9gal<\/strong><\/li>\n\n\n\n<li><strong>Mesdames, Messieurs les Repr\u00e9sentants des Partenaires Techniques et Financiers, et des Organisations non gouvernementales,<\/strong><\/li>\n\n\n\n<li><strong>Mesdames, Messieurs les Autorit\u00e9s administratives, religieuses et coutumi\u00e8res,<\/strong><\/li>\n\n\n\n<li><strong>Chers acteurs communautaires de sant\u00e9,<\/strong><\/li>\n\n\n\n<li><strong>Ch\u00e8res <em>Bajenu Gox,<\/em><\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Je voudrais d\u2019abord vous saluer et vous remercier toutes et tous, pour votre pr\u00e9sence \u00e0 cette rencontre d\u00e9di\u00e9e \u00e0 la sant\u00e9, celle de la m\u00e8re et l\u2019enfant en particulier.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La sant\u00e9 est au c\u0153ur de nos politiques publiques, notamment dans l\u2019Axe II du Plan S\u00e9n\u00e9gal \u00e9mergent portant sur le capital humain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Merci \u00e0 vous, ch\u00e8res<\/strong> <strong><em>Bajenu Gox<\/em><\/strong><strong>, <\/strong>pour votre accueil et votre mobilisation exceptionnelle. C\u2019est toujours avec enthousiasme et un plaisir renouvel\u00e9 que je vous retrouve.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est l\u2019occasion pour moi de vous renouveler mes hommages et ma reconnaissance pour votre engagement permanent en faveur de la sant\u00e9 maternelle et infantile qui d\u00e9termine en grande partie l\u2019\u00e9tat de sant\u00e9 d\u2019une nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est pourquoi la r\u00e9duction de la mortalit\u00e9 maternelle, n\u00e9onatale, infanto-juv\u00e9nile et de l\u2019Adolescent est une des priorit\u00e9s majeures du Plan National de D\u00e9veloppement Sanitaire et Social 2019-2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce Plan, je le rappelle, est en droite ligne de nos engagements internationaux, notamment les Objectifs de D\u00e9veloppement Durable \u00e0 l\u2019horizon 2030 et la Strat\u00e9gie Mondiale pour la sant\u00e9 de la m\u00e8re, de l\u2019Enfant et de l\u2019Adolescent 2016-2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La combinaison des actions de l\u2019Etat et de ses partenaires a permis de consolider les r\u00e9sultats positifs obtenus depuis quelques ann\u00e9es.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A titre illustratif, les derni\u00e8res Enqu\u00eates D\u00e9mographiques et de Sant\u00e9 au S\u00e9n\u00e9gal ont confirm\u00e9 la tendance baissi\u00e8re des taux de mortalit\u00e9 maternelle, n\u00e9onatale et infanto-juv\u00e9nile.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ainsi, entre 2012 et 2017, le taux de mortalit\u00e9 maternelle est pass\u00e9e de <strong>396<\/strong> d\u00e9c\u00e8s \u00e0 <strong>236 <\/strong>d\u00e9c\u00e8s pour <strong>100 000<\/strong> naissances vivantes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quant \u00e0 la mortalit\u00e9 infanto-juv\u00e9nile, elle a \u00e9t\u00e9 ramen\u00e9e entre 2012 et 2019 de <strong>65<\/strong> \u00e0 <strong>37<\/strong> d\u00e9c\u00e8s pour <strong>100&nbsp;000<\/strong> naissances vivantes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toujours dans la m\u00eame p\u00e9riode, le taux de pr\u00e9valence contraceptive a augment\u00e9 de 12 \u00e0 26,3%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nous avons pu obtenir ces r\u00e9sultats gr\u00e2ce notamment \u00e0&nbsp;:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>l\u2019augmentation continue du budget national allou\u00e9 au secteur de la sant\u00e9 et de l\u2019action sociale\u00a0;<\/li>\n\n\n\n<li>la densification de la carte sanitaire avec la construction de plusieurs infrastructures sanitaires de derni\u00e8re g\u00e9n\u00e9ration et le renforcement des effectifs du personnel de sant\u00e9 toutes cat\u00e9gories confondues\u00a0;\u00a0\u00a0<\/li>\n\n\n\n<li>la gratuit\u00e9 de la c\u00e9sarienne et des soins de sant\u00e9 pour les enfants de moins de 5 ans\u00a0;<\/li>\n\n\n\n<li>l\u2019enr\u00f4lement gratuit dans les mutuelles de sant\u00e9 des personnes b\u00e9n\u00e9ficiaires du Programme de bourses de s\u00e9curit\u00e9 familiale\u00a0;<\/li>\n\n\n\n<li>la carte d\u2019\u00e9galit\u00e9 des chances qui donne droit \u00e0 des soins de sant\u00e9 gratuits aux personnes vivant avec un handicap\u00a0;<\/li>\n\n\n\n<li>enfin le Programme communautaire <em>Bajenu gox.<\/em><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Ce Programme, dont l\u2019appellation est tir\u00e9e de nos valeurs socio culturelles, notamment le r\u00f4le de la tante &#8211;<em>bajen<\/em>&#8211; dans la famille, met en avant le leadership f\u00e9minin pour soutenir nos politiques publiques de sant\u00e9 d\u00e9di\u00e9es \u00e0 deux cibles prioritaires&nbsp;: la m\u00e8re et l\u2019enfant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choisie dans un espace de vie communautaire, le quartier ou le village (<em>gokh<\/em>), et bien pr\u00e9par\u00e9e par les responsables des services de sant\u00e9, la <strong>\u00ab Bajenu Gox&nbsp;<\/strong>\u00bb a pour vocation d\u2019encadrer la femme dans les phases essentielles de sa vie reproductive.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elle lui sert de conseill\u00e8re et l\u2019assiste pendant ses p\u00e9riodes de grossesse, d\u2019accouchement et de suivi post natal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une attention particuli\u00e8re est accord\u00e9e ici \u00e0 l\u2019espacement des naissances, au rendez-vous pour la vaccination du b\u00e9b\u00e9, ses pes\u00e9es pour le suivi nutritionnel et pond\u00e9ral et sa protection contre les mutilations g\u00e9nitales f\u00e9minines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les <strong>Bajenu gox<\/strong>&nbsp;ont ainsi fortement contribu\u00e9 \u00e0 l\u2019am\u00e9lioration de la fr\u00e9quentation des structures de sant\u00e9 par la sensibilisation, l\u2019orientation et l\u2019accompagnement des femmes et des enfants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nos r\u00e9sultats probants dans le cadre de la mission initiale du Programme<strong> Bajenu gox<\/strong>&nbsp;nous ont fond\u00e9s \u00e0 int\u00e9grer dans le contenu du Programme d\u2019autres activit\u00e9s, notamment&nbsp;: la notification des d\u00e9c\u00e8s des m\u00e8res et nouveau-n\u00e9s dans le cadre de la Surveillance des D\u00e9c\u00e8s Maternels et Ripostes&nbsp;; l\u2019identification des femmes porteuses de fistules en vue d\u2019une prise en charge pr\u00e9coce&nbsp;; et la d\u00e9claration des naissances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je me r\u00e9jouis \u00e9galement de la participation des <strong>Bajenu gokh<\/strong> au Cinqui\u00e8me Recensement g\u00e9n\u00e9ral de la population et de l\u2019habitat, en cours de r\u00e9alisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je voudrais donc reconnaitre votre engagement citoyen et vous remercier vivement pour votre contribution au bien-\u00eatre de la communaut\u00e9. <strong>Dieureudieuf Banjenu gokh yi&nbsp;!&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En reconnaissance de vos efforts, j\u2019ai le plaisir de vous annoncer aujourd\u2019hui l\u2019octroi d\u2019une motivation mensuelle de <strong>25000<\/strong> francs CFA \u00e0 chacune des <strong>9138 Bajenu Gox<\/strong> r\u00e9pertori\u00e9s dans nos <strong>14 r\u00e9gions<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce soutien que nous avons pu mobiliser gr\u00e2ce \u00e0 l\u2019appui de la fondation<strong> Susan Thompson Buffet, <\/strong>sera renforc\u00e9 par une subvention d\u2019un million <strong>(1&nbsp;000&nbsp;000)<\/strong> de francs CFA \u00e0 chacune des 79 associations de Bajenu Gox des districts sanitaires pour cette ann\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Madame le Ministre, je tiens particuli\u00e8rement \u00e0 l\u2019ex\u00e9cution correcte et diligente de ce programme de soutien aux Bajenu gokh, avec une obligation redditionnelle.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En votre nom et au mien propre, je remercie chaleureusement notre s\u0153ur, le <strong>Professeur Senait Fissha<\/strong>, Directrice des Programmes internationaux de la Fondation Susan Thompson Buffet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le Professeur<strong> Senait Fissha<\/strong>, a visit\u00e9 le S\u00e9n\u00e9gal plus d\u2019une fois, en plus de nos rencontres \u00e0 diff\u00e9rentes occasions.
