As it has done elsewhere, the Council must engage more effectively in the fight against terrorism in Africa, with more robust mandates and adequate funding.

In any case, the challenge of peace, security, and stability on the continent compels us to lay down arms and find peaceful solutions to our disputes so that we can better devote ourselves to the tasks of economic and social development.

With the geopolitical reconfiguration of the world, a historic opportunity is presented to us to close the era of Africa as a problem and open the way for Africa as a solution.

We have all the potential; because a continent of 30 million square kilometers, with more than 1.3 billion inhabitants, abundantly endowed with all kinds of resources, cannot be condemned to lag behind the world.

The emergence of Africa is within our reach.

But to achieve this, we must dedicate more time to the agenda for the economic and social development of the continent, which we have updated this year with the summits on:

The industrialization and economic diversification of Africa;

The acceleration of the implementation of the African Continental Free Trade Area (AfCFTA);

Positive masculinity against violence towards women and girls;

Agriculture and food security;

Lastly, the financing of infrastructure.

These themes remind us of the urgencies we must address in order to realize the Africa we want for ourselves, for our children, and for future generations.

Due to the persistence of violence against women and girls, and our significant lag in infrastructure, I call on the Union to make urgent decisions to implement the conclusions of the Dakar meetings on these two themes.

Regarding the 2nd Dakar Conference on Agriculture and Food Security (Dakar 2), co-organized by Senegal and the African Development Bank (AfDB) from January 25 to 27, under the theme “Feeding Africa, Food Sovereignty and Resilience,” the record high-level participation made it an action-oriented summit for an Africa that finally gives itself the means to feed itself and contribute to feeding the world.

Thus, based on their priority programs, several countries have signed Compacts with bilateral and multilateral partners aimed at boosting agricultural production, processing, and trade, for a total announced amount of 36 billion dollars, including 10 billion from the AfDB.

I express our gratitude to all our bilateral and multilateral partners for their contributions.

I warmly thank our brother Akinwumi Adesina, President of the AfDB Group, for the enthusiasm and leadership with which he continues to mobilize the AfDB to help unleash the agricultural potential of the continent and end its food dependence on external sources. The excellent results of Dakar 2 testify to this.

I am confident that we can count on him for the effective mobilization of the announced financing.

To ensure adequate follow-up of the conference, I recommend that the Summit endorse the Dakar Declaration on Food Sovereignty and Resilience and instruct the Commission to work on its implementation in collaboration with the AfDB.

It would also be appropriate to integrate into the same process the follow-up of the Joint Declaration on Food Security resulting from the U.S.-Africa Summit last December.

To this end, I have established a task force led by former Prime Minister Hailemariam Desalegn, which is already working with the Commission and the U.S. side on the implementation of the objectives of the Declaration.

In the short term, this involves ensuring that our countries are supplied with cereal products and fertilizers under normal market conditions.

To this end, we could use the ATEX platform in collaboration with AFREXIMBANK to facilitate transactions.

In the medium and long term, the Washington Declaration commits us to work with the U.S. side and other partners to improve the agricultural performance of the continent in all aspects, including infrastructure.

Excellencies, Ladies and Gentlemen,

The Africa we want is also an Africa that thinks for and by itself; an Africa that knows what it wants and what it is worth; an Africa fully integrated into global governance, engaging with its partners in a reinvented relational ethic based on co-constructed partnerships that respect the diversity of cultural values and civilizations.

This is the advocacy I have made on your behalf at the 6th Europe-Africa Summit in Brussels, at the OECD Council in Paris, at the G7 Summit in Elmau, at TICAD 8 in Tunis, at the United Nations General Assembly, at COP 27 in Sharm El Sheikh, at the G20 Summit in Bali, and at the 2nd U.S.-Africa Summit in Washington.

At all these stages, I reaffirmed that in these times of profound changes, working together requires a new way of thinking about the world, a new way of acting among partners who respect their common values and their differences.

On global governance, it is clear that the reform of the Security Council has not yet seen significant progress.

On the other hand, regarding global economic and financial governance, I am pleased to announce that the process of Africa’s accession as a full member of the G20 is well underway, following the steps I took in this regard immediately after taking office.

To date, 10 of the 20 members of the Group have expressed their support for us; namely, in chronological order: the European Union, France, South Africa, China, Russia, Saudi Arabia, the United States of America, Japan, Turkey, and Great Britain.

On your behalf, I extend our warmest thanks to them for this friendly and supportive support. Africa will remember.

I hope that the other members of the Group will join this consensus momentum so that Africa’s accession is confirmed at the next G20 summit in India.

Other unresolved challenges require continued attention.

I am thinking of the G20 Initiative on the suspension of debt service and the partial reallocation of Special Drawing Rights. Both, meant to support our efforts for resilience and economic recovery, remain stalled. I think of the just and equitable energy transition, which allows us to exploit our available resources to meet our industrialization needs at competitive costs and ensure universal access to electricity for our countries, as over 600 million Africans remain deprived of it.

I think of the exaggerated perception of investment risk in Africa.

In my address upon taking office on February 5, 2022, right here, I said that our economies are underfunded and poorly funded because our countries continue to unjustly pay excessively high interest rates due to an inequitable investment risk assessment system.

This has been confirmed by several studies, including the 2022 Report on Financing for Sustainable Development published in April 2022, which explicitly noted the severity of the Agencies towards Southern countries and their relative leniency towards industrialized countries.

Thus, in the midst of the pandemic in 2020, 18 of the 32 African countries assessed by at least one of the major agencies saw their ratings downgraded; that is 56% compared to a global average of 31%.

Conversely, and I quote the Report: “Developed countries, which experienced a much greater increase in their debt and economic slowdown, largely escaped downgrades, which reinforces their access to abundant and affordable market financing.” End of quote.

The document further notes the distrust of Rating Agencies towards the Debt Service Suspension Initiative, which was nonetheless consensually decided by the G20, the body authorized in this matter.

Several African countries thus had their ratings placed under surveillance, even before their participation in the Initiative; which contributed to worsening the perception of risk in these countries and degrading their ratings; as if the agencies positioned themselves as regulatory bodies above intergovernmental institutions.

That is why the Report recommends the adoption of “transparent methodologies so as not to undermine confidence in ratings.”

I remind you that this authoritative study was conducted by about sixty multilateral institutions, including the IMF, the World Bank, the Basel Committee on Banking Supervision, the International Association of Insurance Supervisors, and the Financial Stability Board.

All of this shows that our development efforts will not thrive as long as certain rules and practices of global economic and financial governance persist.

Certainly, we have the primary responsibility to create the conditions for the development of our countries, but our fate also depends on post-war institutions and rules that do not sufficiently take into account

the needs and interests of our countries.

I therefore call on the member countries of the Union and the Commission to actively participate in the Bridgetown Initiative on the reform of the global financial architecture, whose 2023 agenda provides for six meetings between the IMF and World Bank meetings in April and COP 28 in December.

Excellencies, Ladies and Gentlemen,

At the end of my mandate, I would like to express my gratitude for your trust.

I especially thank our brother Moussa Faki Mahamat for his leadership and support.

I associate all the members of the Commission with this.

Serving our continent has been a privilege and a great pride for me because I believe in a united Africa, an Africa standing tall, an Africa at work, an Africa at peace and confident in its future.

This motivates me to remain even more determined, at the forefront of the fight for Africa, everywhere, for everything, and all the time; because it is the responsibility bestowed upon us by the legacy of Pan-Africanism to realize the dream of the founding fathers and the aspirations of our peoples.

I wish great success to our work and to my successor.

Long live Africa! Long live the African Union!

Thank you.
