Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dear colleagues,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mr. Secretary-General of the United Nations,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mr. President of COP28,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mr. Executive Secretary of the United Nations Framework Convention on Climate Change,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ladies and Gentlemen,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I sincerely thank and congratulate His Highness Sheikh Mohammed bin Zayed Al Nahyan for the warm welcome and the excellent organization of this COP28, in the true tradition of Emirati hospitality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I commend the proactive leadership of Dr. Sultan Ahmed Al Jaber, President of COP28, in leading the negotiations, with the active support of the Executive Secretary of the Convention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly ten years after the adoption of the Paris Agreement in 2015, the climate emergency remains critical, serious, and concerning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of slowing down, global warming is accelerating and dangerously bringing us closer to the 2\u00b0C limit that must not be exceeded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If we want our 28th meeting to be more than just another COP, but one of kept commitments, we must finally make the right decisions regarding the reduction of greenhouse gas emissions, management of losses and damages, mobilization of resources, and a just and equitable energy transition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let us ensure that the announced funds are available and accessible through prompt and transparent procedures and modalities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I remind you that among the agreed commitments are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The doubling of adaptation financing, as decided at COP26 in Glasgow, to mobilize $40 billion by 2025;<\/li>\n\n\n\n<li>The effective operationalization of the Fund created at COP27 dedicated to addressing losses and damages associated with climate change.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding the energy transition, Senegal remains concerned about unilateral measures aimed at banning foreign financing of fossil energy sources, including gas, while the main polluting countries continue to use more polluting sources like coal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In line with the Nairobi Declaration issued from the African Climate Summit, we call for a just and equitable energy transition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our countries should not be condemned to choose between development and environmental protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is in this spirit that Senegal signed last June our Partnership for a Just Energy Transition (JETP), aiming to increase the share of renewable energy in our energy mix from 31% to 40% by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I thank the Group of International Partners (Germany, Canada, France, United Kingdom, and European Union) for supporting the implementation of this JETP, to mobilize \u20ac2.5 billion over an initial period of 3 to 5 years to finance green projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senegal is also continuing its efforts to combat global warming through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An energy mix policy with 31% renewable energy;<\/li>\n\n\n\n<li>Reforestation within the framework of the implementation of the Great Green Wall;<\/li>\n\n\n\n<li>The development of low-carbon and climate-resilient projects, including a Regional Express Train line and an urban Bus Rapid Transit system, both electric.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, within the framework of its JETP, Senegal is willing to explore with the IMF, partner countries, and the Global Center on Adaptation, the possibility of redirecting resources intended for debt repayment towards financing climate action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ladies and Gentlemen,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With such a deficient global record, the time is no longer for observing global warming but for urgent and united action to save the planet, our common habitat. This is what will make COP28 the success our peoples expect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thank you.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-paragraph\"><strong>Mesdames, Messieurs,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je remercie et f\u00e9licite vivement&nbsp;<strong>Son Altesse Sheikh Mohammed bin Zayed Al Nahyan&nbsp;<\/strong>pour l\u2019accueil convivial qui nous a \u00e9t\u00e9 r\u00e9serv\u00e9 et la parfaite organisation de cette COP28, dans la pure tradition d\u2019hospitalit\u00e9 \u00e9miratie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je salue le leadership volontariste du&nbsp;<strong>Dr Sultan Ahmed Al Jaber<\/strong>, Pr\u00e9sident de la COP28, dans la conduite des n\u00e9gociations, avec le soutien actif du Secr\u00e9taire ex\u00e9cutif de la Convention.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pr\u00e8s de dix ans apr\u00e8s l\u2019adoption en 2015 de l\u2019Accord de Paris, l\u2019urgence climatique reste enti\u00e8re, grave et pr\u00e9occupante.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au lieu de ralentir, le r\u00e9chauffement de la plan\u00e8te s\u2019acc\u00e9l\u00e8re et&nbsp;nous rapproche&nbsp;dangereusement de la limite des 2\u00b0C \u00e0 ne pas franchir.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si nous voulons que notre 28<sup>e<\/sup>&nbsp;rendez-vous ne soit pas juste une COP de plus, mais celle des engagements tenus, il nous faut, enfin, prendre les bonnes d\u00e9cisions en mati\u00e8re&nbsp;de r\u00e9duction des \u00e9missions de gaz \u00e0 effet serre, de gestion des pertes et dommages, de mobilisation des ressources, de transition \u00e9nerg\u00e9tique juste et \u00e9quitable, et de mobilisation des ressources.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Faisons en sorte que les financements annonc\u00e9s soient disponibles, et accessibles selon des proc\u00e9dures et modalit\u00e9s diligentes et transparentes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je rappelle qu\u2019au titre des engagements convenus, il y a&nbsp;&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>le doublement du financement de l\u2019adaptation, tel que d\u00e9cid\u00e9 \u00e0 la COP26 Glasgow&nbsp;, pour mobiliser&nbsp;<strong>40 milliards<\/strong>&nbsp;de dollars d\u2019ici 2025 ;&nbsp;<\/li>\n\n\n\n<li>et l\u2019op\u00e9rationnalisation effective du Fonds cr\u00e9\u00e9 \u00e0 la COP27 et d\u00e9di\u00e9 aux pertes et dommages associ\u00e9s aux changements climatiques&nbsp;;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>S\u2019agissant en particulier de la transition \u00e9nerg\u00e9tique<\/strong>, le S\u00e9n\u00e9gal reste pr\u00e9occup\u00e9 par les mesures unilat\u00e9rales visant \u00e0 interdire les financements \u00e0 l\u2019\u00e9tranger de sources d\u2019\u00e9nergie fossile, y compris le gaz, pendant que les principaux pays pollueurs continuent de faire usage de sources plus polluantes comme le charbon.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conform\u00e9ment \u00e0 la D\u00e9claration de Nairobi issue du Sommet africain sur le climat, nous appelons \u00e0 une transition \u00e9nerg\u00e9tique juste et \u00e9quitable.&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nos pays ne doivent pas \u00eatre condamn\u00e9s \u00e0 choisir entre le d\u00e9veloppement et la protection de l\u2019environnement.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est dans cet esprit que le S\u00e9n\u00e9gal a sign\u00e9 en juin&nbsp;dernier notre&nbsp;<em>Partenariat pour une Transition \u00e9nerg\u00e9tique juste<\/em>, (JETP), dont l\u2019ambition est de porter la part des \u00e9nergies renouvelables dans notre mix \u00e9nerg\u00e9tique de&nbsp;<strong>31&nbsp;<\/strong>\u00e0&nbsp;<strong>40%<\/strong>&nbsp;d\u2019ici 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Je remercie&nbsp;le Groupe des partenaires internationaux (Allemagne, Canada, France, Royaume Uni et Union europ\u00e9enne)&nbsp;qui accompagnent la mise en oeuvre de ce JETP, pour mobiliser&nbsp;<strong>2,5 milliards<\/strong>&nbsp;d\u2019euros sur une p\u00e9riode initiale de&nbsp;<strong>3 \u00e0 5 ans<\/strong>,&nbsp;afin de financer des projets verts.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le S\u00e9n\u00e9gal poursuit, en m\u00eame temps, ses efforts de lutte contre le r\u00e9chauffement climatique par&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>une politique de mix \u00e9nerg\u00e9tique avec 31% d\u2019\u00e9nergies renouvelables&nbsp;;<\/li>\n\n\n\n<li>le reboisement dans le cadre de la mise en \u0153uvre de la Grande Muraille verte&nbsp;;&nbsp;<\/li>\n\n\n\n<li>et la r\u00e9alisation de projets sobres en carbone et r\u00e9silients au changement climatique, dont une ligne de Train Express R\u00e9gional et un syst\u00e8me urbain de Bus Rapide Transit, tous deux \u00e9lectriques.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">De m\u00eame, dans le cadre de son JETP, le S\u00e9n\u00e9gal est dispos\u00e9 \u00e0 examiner avec le FMI, les pays partenaires et le Centre mondial pour l\u2019adaptation, la&nbsp;<strong>possibilit\u00e9 de r\u00e9orienter des ressources pr\u00e9vues pour le remboursement de la dette vers le financement de l\u2019action climatique<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mesdames, messieurs,&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avec un bilan mondial aussi d\u00e9ficitaire, l\u2019heure n\u2019est plus au constat du r\u00e9chauffement climatique, mais \u00e0 l\u2019action urgente et solidaire pour sauver la plan\u00e8te, notre habitat commun.
